On Jan. 1, 2013, the State Council forwarded the Action Plan on Green Building issued by NDRC and the Ministry of Housing and Urban-Rural Development as No. 1 central document, and required to implement it conscientiously .The main objectives of the action plan include enforcing mandatory energy saving standard on new buildings in urban areas and constructing 1 billion sq. m. green buildings in the 12th Five-Year Plan period. By the end of 2015, 20% of the new buildings in urban areas will meet the standard of green building. promote energy-saving renovation of public buildings positively. Carry out the renovation of large-scale public buildings and public institutions office buildings air conditioning, heating, ventilation, lighting, hot water and other energy-using systems, Improve the energy efficiency and management level. Encourage the renovation as EMC model. Promoting important energy-saving renovation of public buildings model city construction. Renovation of 60 million sq. m. public buildings and 60 million sq. m. official buildings for public agencies will be completed as well during the 12th 5 years. Promote the scale renewable energy applications in building. Strengthen public building energy management. To develop green building materials, promote industrialization of construction, complete the standard system. The program expressed the Chinese governments determination to promote the development of green building, green building initiatives are making up a national strategy.
